Dr. Owusu Boakye is a distinguished education strategist, international recruitment expert, and founder of TopTier Study Abroad Consult, a premier consultancy dedicated to guiding African students toward higher education opportunities in the United States and worldwide. Dr. Boakye holds a Doctor of Philosophy (Ph.D.) in Education with a research focus on Women in Science, Technology, Engineering, and Mathematics (STEM) from Texas State University, San Marcos, Texas. He also earned a Master of Education (M.Ed.) in Curriculum & Instruction from Columbia International University, South Carolina, and a Bachelor of Arts in Geography and Resource Development from the University of Ghana, Legon.

With over a decade of experience in international student recruitment, Dr. Boakye has successfully recruited students from diverse cultural and racial backgrounds across more than 30 countries. He has traveled extensively to engage with partner universities, recruitment agents, prospective students, and parents, leveraging global recruitment trends and data to inform strategic outreach. At TopTier Study Abroad Consult, Dr. Boakye leads a team that provides comprehensive support to students pursuing undergraduate and graduate studies abroad, including:

• Test preparation and SAT coaching
• Application guidance and admissions counseling
• Scholarship and financial aid consulting
• Visa and pre-departure support

He is highly skilled in program planning, educational program development, instructional technology, and both group and individual instruction. His extensive professional experience includes roles as a University Seminar Lecturer at Texas State University, Graduate Recruiter at Binghamton University, and Administrative Program Coordinator at the University of Texas at Austin, among others.

Dr. Boakye’s dedication to education is also reflected in his numerous publications, conference presentations, and leadership in international recruitment initiatives.
